Changes:
- Further reduced the Hallowed Scroll prices
- Increased the chance to gain Hallowed materials from Trick or Treating at Inns
- The Hallowed monster packs in Towers now include additional event monsters
- Doubled the density of Trick or Treat Riftbreak
- Reduced cooldown of Trick or Treating to 23 hours (Orna only)
